TEMPO is the web-based platform developed by DEV4U for NIRAS under contract NDICI AFRICA/2025/487-252, supporting the Multiannual Indicative Programme for Sub-Saharan Africa (SSA MIP) 2021–2027, one of the European Union’s main instruments within the NDICI – Global Europe framework.
With an overall budget of approximately EUR 12 billion, the programme promotes regional partnerships with Sub-Saharan Africa across six priority thematic areas: human development, governance and rule of law, green transition, digital and innovation, sustainable growth, and migration.
Within this framework, NIRAS commissioned DEV4U to design and implement a platform capable of managing the entire lifecycle of technical assistance requests in a structured, traceable, and compliant manner.
At the core of the system lies the Call Management module, which allows for the registration of both standard and fast-track requests, the verification of eligibility through structured checklists, the documentation of scoping meetings and conflict of interest declarations, and the full tracking of each request up to the Contract Manager’s decision.
Once approved, requests move to the drafting phase of the Terms of Reference (ToR), where experts are assigned, deliverables are defined, and pre-filled templates are automatically generated. All actions are version-controlled and fully traceable.
The platform also integrates an Experts Management module, featuring structured expert profiles including personal data, expertise areas, languages, CVs, and digital signature support for document validation.
The Timesheet module enables monthly activity reporting by experts, linking each working day to specific tasks, contractual outputs, and place of performance. A multi-level validation workflow (supervisor validation, internal administrative review, and, where required, external validation) ensures transparency and compliance with EU governance standards.
A centralized administrative area (Utilities) defines countries, regions, organizations, sectors, and service types, ensuring data consistency and structural integrity across the system.
TEMPO has been designed in line with key principles of international cooperation governance: role separation, decision traceability, document control, and accountability.
The platform represents a digital infrastructure supporting transparency and process governance within a strategic EU-funded programme.
