ROM Türkiye – Phase IV is a biennial technical assistance project (2025–2027) aimed at strengthening the monitoring and evaluation system of European Union-funded actions in Türkiye under the Instrument for Pre-Accession Assistance (IPA).

Led by Particip GmbH, the project supports the Directorate for EU Affairs and the Turkish institutions involved in the management of IPA funds, with the objective of improving the quality of project implementation, enhancing the visibility of achieved results, and reinforcing institutional capacities in Results Oriented Monitoring (ROM).

DEV4U participates as a technical partner, contributing to the design, development, and enhancement of digital and methodological tools supporting monitoring activities.

The ROM platform enables:

• Centralized project supervision through operational dashboards featuring visual indicators, aggregated statistics, and deadline monitoring (Overdue, Deadline Approaching, Coming Later);
• Structured portfolio management via a comprehensive Project List including identification codes, beneficiary institutions, analyzed budgets, and eligibility status;
• Full tracking of ROM missions and independent review activities;
• Experts management, including structured professional profiles, languages, areas of expertise, lot assignments, and version-controlled CV records;
• Support to structured reporting and communication towards monitoring committees, IPA programmers, and institutional stakeholders.

The project is built around three core pillars: delivery of ROM services (missions and independent reviews), institutional capacity development, and structured reporting for dissemination of results and lessons learned.

Through this initiative, DEV4U contributes to strengthening the governance of EU funds in Türkiye by transforming monitoring data into actionable insights that enhance transparency, accountability, and evidence-based decision-making.
