The international consultancy firm RICARDO Inc commissioned DEV4U to develop and deploy a Web-based Knowledge Platform as part of the project “Provision of services for the establishment of Lebanon’s Enhanced Transparency Framework (ETF) and the strengthening of national institutions for the implementation of the ETF”.

Platform Modules:
(a) Repository page(s) for sharing and storing activity data and parameters required for the preparation of Lebanon’s GHG inventory;
(b) Indicator page(s) for sharing and storing sectoral progress indicators of priority NDC policies;
(c) NDC tracking page for indicator analysis and progress monitoring towards the achievement of Lebanon’s NDC targets;
(d) National registry page, in compliance with Article 6 of the Paris Agreement.

Cycle Phases:

Phase 1 – Data Collection
• Sectoral activities and indicators collected from institutions and taskforces for the preparation of the GHG Inventory

Phase 2 – Compilation of GHG and calculated indicators
• Managed by the Technical Secretariat.

Phase 3 – Final reporting and consolidation.

Typical duration: 24 months.
Historical data access: All past cycles are stored, accessible, and comparable.

Data Entry:
• Manual input or Excel upload;
• Templates dynamically generated by the platform;
• All data is source-referenced (source, notes, attachments);
• Previously entered time series are visible;
• Automatic timestamping for each data save.

Key Features:
• Indicators can be validated individually or in bulk;
• Automatic consistency check before closing each phase;
• Rollback functionality per indicator, taskforce, or entire phase;
• All validations are timestamped and linked to user roles.

Functionalities:
• Indicators structured by phase, sector, and taskforce;
• Automatic calculations via configurable formulas;
• Custom charts can be embedded in reports;
• Time series are updatable and comparable;
• Read-only “guest” viewing mode available.
