Inclusive Lesotho is a European Union-funded programme implemented by an international consortium led by Particip GmbH, in partnership with UNDP and International IDEA, aimed at strengthening democratic governance, political participation, and electoral processes in the Kingdom of Lesotho.
Within this framework, DEV4U developed the Monitoring & Evaluation Framework (M&E FWK): a web-based platform designed to integrate strategic planning, data collection, operational monitoring, and document management into a single digital environment.
The system transforms the Logical Framework (Logframe) from a static methodological document into a dynamic operational structure, linking objectives, results, indicators, baselines, and time-bound targets.
The platform also supports logframe export in formats compatible with European Commission systems (OPSYS), ensuring procedural alignment.

The platform represents a digital infrastructure supporting transparency, traceability, and continuous alignment between expected and achieved results.
Through this intervention, DEV4U contributes to strengthening the consortium’s and partner institutions’ capacity to govern a complex multiannual programme, transforming monitoring methodology into a practical and operational decision-support tool.
